4 gang members have been sentenced for extortion, crime and drugs

Four members of the northern Virginia-based criminal gang MS-13 were sentenced Wednesday to 10 to 20 years in prison for drug distribution, racketeering and their roles in two murders in Prince William County.

According to court documents, those convicted are Roberto Cruz Moreno, 23, of Woodbridge, and Marvin Torres, 22, of Manassas, who were members of the Guanacos Lil Psychos (GLCS) faction of the aforementioned gang; With Kevin Perez Sandoval, 25, of Warrenton, and Jose Rosales Juarez, 32, of Manassas.

Four years earlier, in March 2019, Cruz Moreno surrounded three other GLCS gang members and a victim identified as EPA and took them to a secluded wooded area in Bristow. There, one gang member shot Epa several times and another knelt on his neck and tried to slit his throat.

According to the same documents, these gang members believed that the EPA was “insulting” MS-13 by associating with a rival gang. Cruz Moreno fled the scene with three other accomplices and took them to his residence.

In April 2019, Fairfax County law enforcement officers found Cruz Moreno with a firearm and several grams of packaged cocaine in his vehicle, along with three other GLCS gang members who were traveling with him. Cruz Moreno was selling cocaine on the same day.

In July 2019, Torres identified another victim, known in court documents by the abbreviation NMS, as a member of a rival gang operating on a “GLCS-controlled area” and photographs of the man provided to his colleagues. In August 2019, Rosales Juárez discussed a plan to kill NMS with Andy Tovar, who is believed to be one of the highest-ranking MS-13 ringleaders in the United States. A few days later, Tovar gave the order to kill NMS. On that day, the selected victim was shot.

On February 4, 2022, Tovar pleaded guilty to all crimes he was charged with, including his involvement in the July 3, 2017 murder of another victim, identified as MRG, before killing She had been stabbed more than 140 times. set his car on fire. On September 27, 2022, Tovar was sentenced to life in prison.

For their roles in these incidents, Cruz Moreno and Pérez Sandoval were sentenced to 20 years in prison while Torres and José Rosales Juárez received 10 years each.
