Taiwan, the United States and the United Kingdom are the regions that have experienced the “most intense attacks” from Chinese propaganda, but the report also points to “intense” efforts in Spain, Argentina, Italy, Nigeria, Kenya and the Philippines.

Beijing has deployed fake social media accounts in those countries and promoted the Chinese Communist Party story and mass propaganda campaigns in the media.

In addition, it seeks to eliminate adverse coverage through coercive tactics, for example directly intimidating journalists through calls from the Chinese embassy, ​​threatening that a certain article would damage the country’s bilateral relations with Beijing. .

“In places like Ghana, Israel, India or the UK, media editors have told us that they regularly get calls from the embassy, ​​including yelling at them,” Cook said.

The pressure comes not only from authorities, but also from companies such as technology giant Huawei, and there have also been cases of cyber harassment against Chinese-born journalists who work in countries like the United States or Australia.

The Freedom House study co-author said Chinese propaganda has a “high degree of influence” in the case of Spain and that the political class is “very cautious when criticizing the Chinese government.”

“Spain is really on top. It’s one of the most vulnerable countries,” Cook said.

He explained that Chinese authorities are very effective at generating “propaganda” in Spanish on the social network, which is then shared by influential accounts in Latin American countries such as Argentina.

“In Latin America, there really isn’t a lot of knowledge, awareness and experience about it, except in a few countries,” he said.

Although he acknowledged that it is difficult to measure the amount of resources Beijing has allocated to this strategy, Cook said it is several million dollars, an estimate based on the number of publications and the countries where they circulate.

Despite everything, he acknowledged that “China has a serious problem in terms of public opinion” as important reports keep getting published, such as those related to “human rights violations” in Xinjiang province.

The report’s co-authors urged the media to publicize cases of threats received by Chinese authorities and governments to “protect journalists” from harassment cases.
