American siblings barred from exiting China for 3 years, returned to United States

The two American siblings, barred from leaving China since 2018, were allowed to return to the United States over the weekend, shortly after Canada released Huawei’s chief financial officer Meng Wanzhou.

Cynthia and Victor Liu, both US citizens, returned to the United States on Saturday, more than three years after China lifted “exit restrictions” on the pair. Although the pair were never accused of wrongdoing, they were prevented from leaving the country for years.

According to reports, Georgetown University student Victor Liu and McKinsey & Company consultant Cynthia Liu along with their mother Han Tong traveled to China in mid-2018 to visit a sick relative, but were then stopped. In an apparent bid to pressure his father, Liu Changming, a high-profile Chinese fugitive, to return to China, where he is wanted on money laundering charges. Han was detained after arriving in China.

Chinese Foreign Ministry spokesman Hua Chunying defended the ban on going out as legal and necessary to investigate her parents’ affairs.

“Chinese police are barred from leaving China to find out the truth,” Hua told a daily briefing on Tuesday.

His mother, who is also a US citizen and a resident of Massachusetts, is reportedly in custody in China.

David Pressman, a former US government official and attorney leading the siblings’ case, said in a statement Tuesday that “finally, two young Americans are back home in America, once again we are enjoying the daily blessings of freedom.” are able to enjoy. As CNN reports, “After years of painstaking and hard work by many, it was a privilege to finally be able to hug Victor and Cynthia and welcome them home.”

The State Department said in a statement that the United States opposes “imposing coercive exit sanctions against those who are not themselves accused of crimes” and that it is “arbitrary on the part of all US citizens in (China). Will continue to advocate for proper detention and a ban on forced exit.”

Hua cited Lias’ “exit ban”, citing Chinese administration laws that would prevent foreigners from leaving the state if they are “sentenced with a criminal penalty whose execution has not been completed, or Suspects or defendants in criminal cases, except those who have been sentenced and transferred under relevant agreements between China and foreign countries.”

Hua said the ban was an “independent judicial act” based on China’s “rule of law”.

“Anyone, regardless of nationality, unless suspected of illegal crimes should be prohibited from leaving the country in accordance with the law and Chinese law enforcement agencies will deal with it in accordance with the law,” she said.

It was not clear whether any of these conditions applied to Leus.

The ban on exit was lifted soon after Meng Wanzhou was allowed to leave Canada on 24 September.

In a joint statement, Censor Edward J. Markey (D-Mass.) and Elizabeth Warren (D-Mass.) praised the return of the Liu siblings, saying they were “being kept as pawns for the Chinese government in China.”

He said he would work closely with the Biden administration to secure his mother’s release.
