Governor Newsom signs bill to help fight retail theft during Southern California visit

Gavin Newsom signed a bill that aims to curb organized retail theft across the state during a visit to Long Beach on Wednesday, July 21, where he also met with local mayors and police chiefs.

Signature Assembly Bill 331, which strengthens the California Highway Patrol’s property-crime task force, is one of several recent efforts to address the rise in crime across California, Newsom said on Long Beach’s Retro Row, a small business district on Fourth Street. The bill, which passed 68-0 in the state legislature and 39-0 in the Senate, gives the CHP more leeway in creating such task forces.

“(There) are organized (criminal) efforts, and we want to go after those rings,” Newsom said of the retail theft. “We want to go after organized teams of people who are connected not only within communities, but across the state.”

The top policemen of CHP agreed.

“Organized crime retail theft has become a $30 billion criminal industry that often uses illicit proceeds to fund other crimes,” said CHP commissioner Amanda Ray. “Some other crimes for which those money are used are vehicle theft, identity theft, human trafficking and drug trafficking.”

He said that since the task force began in 2019, there have been 668 investigations, including 252 arrests and the recovery of more than $16.3 million in stolen goods.
