Senator Legunes pointed out that, over time, animals have been used as tools for work, research, entertainment and recreation, but it is necessary to recognize that animals feel pain and suffer. For this reason, it is important to work to eliminate all forms of violence against animals.
Furthermore, they recalled that the Common Law of Ecological Balance and Environmental Protection establishes the obligation of the three levels of government to regulate the dignified and dignified treatment of animals, and establishes five basic principles that underlie the five freedoms of animals. Participating in life, which are: being free from hunger, thirst, fear, distress, physical and thermal distress, pain, injury and disease and being able to express their natural behaviour.
In this sense, Senator Lagunas proposes to address the ban on shows where there is violence and direct abuse of animals. He said that violent and bloody acts against any living animal are unacceptable in the modern society and called for animals to be protected by our laws.
For this reason, the senator from the Green Party presented to the Permanent Commission an initiative that aims to reform Article 87 bis 2 of the General Law on the Ecological Balance and Environmental Protection, in order to incorporate it as a legal framework for all federal entities. The entry into force of the decree will take place the day after its publication in the Official Gazette of the Federation, and a maximum period of 365 days has been established for the local congresses of the 32 federal entities to adapt their legislation in compliance with the reform. The obligation of local congresses, in coordination with the Ministry of the Environment and Natural Resources, has also been established to carry out a conservation program for the species.
Senator Lagunes highlighted the importance of continuing to work to eliminate violence against animals, as has been done in the past by banning the use of animals in cosmetic product tests and enacting legislation on the welfare of companion animals. With this reform, it seeks to regulate the dignified and respectful treatment of animals in Mexico and contribute to their conservation.
