The new Minister of Public Health, Karina Rando, took up the task, which not only highlighted the continuity of the administration of Daniel Salinas, but also ensured the implementation of the issues that he emphasizes the most.
One of them is about mental health. In this matter he provided more information about what was going on around this matter. “Some of them are more directed to the institution of primary care because it is necessary to treat the diagnosis early in the first level of health care. There are other programs that work together with mental health, such as childhood, youth,” he said in an interview with the press.
Within what he called the national health plan of 2003, he set a goal for the Executive Branch, which is the creation of a transportation system that provides timely coverage throughout the national territory in an effort to reduce mortality from traffic accidents. This is one of the issues that Rando has emphasized in the past. In his previous position, as the general director of MSP coordination, he visited the interior and observed that one of the most frequent complaints from neighbors was this very thing; for example, about the complex of things that happen in the face of an accident on the road and who has jurisdiction to transfer the injured.
Another project in the pipeline is a national project on cerebrovascular accidents, which aims to raise awareness among people about the risk factors, taking into account that 4,200 strokes occur per year in the country and only a third remain without sequelae, the rest suffer or. will die He also expressed that he aspires to have universal coverage for palliative care.
The new minister also commented on the issue of addiction registrations that were initiated in the parliamentary debate. “We see how these projects or others can be implemented, but one of the problems we have in the agenda,” he said.
With this past Monday, commemorating the three years since the start of the pandemic, he declared that “what ended was a little, but the pandemic was not closed”, and added: “We also hope that the number will increase a little. This month, that there is more mobility, but what we have for the gospel, that we have the lowest mortality.
Collaboration
Karina Rando has extensive experience in coordination and work within the Ministry of Public Health. When the team of Minister Daniel Salinas was formed, the director of the Directorate General of Coordination was appointed (Digecoor).
He took on the role and a few weeks later a national emergency was declared due to the arrival of covid-19. In this way, his leadership has intensive coordination with the National Emergency System (China) and Departmental Emergency Coordination Centers (Cecoed). These are the active forces of each department: Administration, Health Departmental Directorates, Ministry of Interior, Ministry of Social Development and Ministry of Defense.
When the team started work, on March 1, 2020, the work against the virus was already taken. In an interview with La Manana (in September 2021), he showed that the arrival of the corona virus does not “completely protect” them. “A few weeks before taking office, we knew that this virus had spread around the world and that it would affect us at some point. That’s why we had to take positions before the meetings, to work on the issue,” he said.
On the first day he was in charge of the distribution of vaccines through the fields. Then Rando points out that “health is not only physical, but mental and social.” Therefore, if someone does not eat properly because they have lost a source of work, or because their income is lower, we lose health.
For Rando, Digecoor also had other electronic problems that increased during and after the pandemic: they became aware of death. For this reason, through his agency, he became aware of the program to internal death, first being in Tacuarembó and Treinta y Tres.
Broad experience
Its use in the field of health management is extensive and is especially concerned with the health of the sick. This is evidenced by the 2016 award from the Ministry of Public Health of the National Academy of Medicine for the work “Perioperative health and drug LASA errors in Uruguay”. It was a study of errors in anesthesiology, due to the similarity of drugs that are similar in nature to each other or have similar sounding names. Rando proved that there are 37 drugs most frequently used in anesthesiology that were considered potentially dangerous and are frequently used.
Rando completed his fellowship in anesthesiology in 2001 after graduating from the School of Medicine. In 2016 he obtained a Diploma in Public Administration from the University of Buenos Aires Isalud, and in 2019 from the London School of Hygiene and Tropical Medicine from the Master of Public Health, United Kingdom.
Until recently, he worked as an anesthetist at the Military Hospital and became the head of this service as well as at the Institute of Traumatology (INOT).
She is a member of the team of doctors and nurses who began to transfer the current National program of my country, which began its operation on July 14, 2009, and of which she is the Anesthesia coordinator. Again, he works as a volunteer anesthesiologist with the ReSurge Organization for Pediatric Reconstructive Surgery in Silicon Valley, California.
