LOS ANGELES—A man who illegally operated a dorm out of two rented stable apartments in Hollywood has been convicted of unlawful use of a building and sentenced to probation, Los Angeles City Attorney Mike Feuer announced Sept. 8 .
According to Fuer’s office, Ilya Shilov, who could not immediately be reached for comment, operates a 33-bed dorm in a two-bedroom apartment at 1416 Martel Avenue and a 15-bed dorm in a one-bedroom apartment at 7032. was doing. Lenwood Avenue.
According to the city attorney’s office, the city began receiving complaints about the Martell Avenue hostel starting in July 2020, with police calling the apartment 177 times.
“It was an outrage in many ways,” Feuer said. “The defendants took precious rent-stable units off the market, packing dozens of customers into small spaces. And those customers were a constant headache for the rent-seeking residents next door, all night with parties, fights, and drug dealing. With proof of use. We had to put an end to it all.”
The city inspected the Martel apartments and issued an order to comply.
According to Feuer’s office, while the city was preparing a criminal case involving that property, Los Angeles Housing Department inspectors found other illegally operated dorms on Lanewood.
Shilov was convicted on three misdemeanor counts of unlawful use of a building without applying for the necessary permits and licenses, and of allowing in the zone. He was sentenced to one year of brief probation, 15 days of community labor and a $500 fine.
The hostel operation has been ordered to be closed.
