The challenge before the Sixth Chamber at that time was supported by the Registry of Citizens of the Supreme Electoral Tribunal. When registrar Ramiro Muñoz was questioned about its defects, he assured that they were resolved on his “criteria” and for this reason he registered the assembly.

According to Muñoz, the opinion of the Department of Political Organizations indicated three defects, which led to a hearing being held for the party to clarify the position, in case the assembly was considered valid when doing so.

“Three issues that were said were: 1) the list of attendees was not presented: the political organizations sent observers to the assembly and they took lists of those who were there; 2) the financial situation: the party was about to disappear, therefore it was not the case that they received public money.
