Quebec has created a climate change adaptation committee

Environment Minister Benoit Charette announced the creation of a group of experts to advise the government on climate change adaptation.

Minister Charette stated on Monday morning that the government gave an order to a group of experts to make recommendations “on the main issue of adapting to climate change.”

The minister specified that these experts will immediately submit an opinion that “will allow our new specialized group to determine the basics of a climate adaptation action strategy that will improve the elements that are already in EPI”.

Therefore, the funding associated with the advice of this group of experts will come from the Green Economy Plan (PEV), which is revised annually.

There are no new amounts for municipalities

The minister’s office indicated that “at the moment”, no new amount of money is planned, apart from existing programs, to help municipalities adapt to climate change.

Since last year’s election, municipalities continue to demand a green pact worth 10 billion over five years to equip themselves with the infrastructure needed to adapt to climate change and ensure the safety of their population. .

Until now, the government has rejected the idea of ​​a fund dedicated solely to climate adaptation.

The second group of experts

The Legault government can now rely on the advice of the Advisory Committee on Climate Change, which it created a few years ago.

At the end of August, the energy specialist Pierre-Olivier Pineau resigned from this committee criticizing “a kind of censorship”, a lack of vision and transparency, ineffective programs as well as the absence to question the way Quebecers consume energy.

The Minister of the Environment rejected Professor Pineault’s criticism.

Asked by The Canadian Press about the relevance of the creation of the second group of advisers, Minister Charette’s office indicated that the Advisory Committee on Climate Change “has a list of topics to review soon” and that the topic of adaptation “is not in the short term, in mandates”.

However, the minister’s office clarified that the two groups of experts will be called to work together and there will be consistency “between the advisory committee and the group of experts”.

In addition to these two groups of experts, a new team from the Ministry of the Environment was created in recent weeks and will be fully dedicated to adapting to climate change. It will also be called a group of officials to collaborate with the two groups of experts.

The government hopes to announce the appointments of a new group of experts on climate change adaptation by the end of the week.
