As of June 1 of the current year, new rules applicable to the Yaracuy State Tax Stamp Law will come into force, which establishes its use electronically.
Through a press release, Arturo Álvarez, legal advisor to the regional government, and Wilmari Velázquez, state attorney, indicated that the adaptation of the law is published in the Official Gazette on May 9, 2023, the last update of which was in 2009.
The reform of the law was approved last week by the Legislative Council of Yaracuy state, with a favorable vote from seven legislators of the Bolivarian forces and a negative vote from opposition representatives. The legal instrument is composed of 124 articles, 3 chapters and 1 final provision.
Digital revenue stamp
Alvarez said the use of tax stamps was unusable, as the cost of printing exceeded the amount collected, however, they would now be processed online.
He explained that the government has a computer system that makes it easy for a user to directly enter the software to receive a personalized digital doorbell, which has a unique QR code for each user.
This code can be scanned by Sarin officials, commercial, real estate or civil registries, and any other government office where a legal or administrative process requires it.
He noted that the system would be managed by a company specialized in information technology, which would be in charge of ensuring the proper functioning of financial documentation.
He explained that the concept of the tax stamp is enshrined in the Yaracuy state constitution, therefore, the proceeds from these taxes would be reinvested in the Yaracuyan people.
For his part, the Yaracuy state attorney insisted that the applicable adjustments to the tax stamp law would be disclosed in the offices and instances in charge of carrying out the legal and administrative procedures: the mayor’s office, the notaries, and the registries located in the 14 municipalities. Stamp price anchored to Petro
According to the Yaracuy State Official Gazette 5,084, the tax calculation unit will be linked to the Petro as the unit of account currency, since the value of the cryptocurrency should be taken as a reference during the first five days of the month.
