Encinas explains that the problem arises when the club closes a public road – something he claims he is unaware of – and that he has asked a series of owners “with all rights” to open it.
“Then we sat down to talk to the motorcycle club, as we always do, explained the matter and gave them a solution. The fence would save the road that the City Council would pay, although they leave that part out, and they reject it, because they say that it is next to one of the areas where motorcycles pass and it can be dangerous. I understand, but it is clear that those who continue to use the facility have not been denied.
