offer for budget 2023 Casa Verde e Amarela provides R$ 34.1 million for the housing programme. This amount is 95% less than the amount allocated in 2022. The proposal was sent by the Ministry of Economy to the National Congress in late August. See how downsizing can have an impact on the program.
The resources earmarked for the program are used for the construction of new homes. Casa Verde e Amarela seeks to serve the most vulnerable, with easy conditions for them to purchase their own home and build affordable housing.
Budget is 95% less than in 2022
Worryingly, a 95% reduction in the program budget could stall new jobs. The economy ministry said the resources were less than needed and less than what the federal government wanted.
“The definition of the final price will be up to the National Congress during the budget vote”, the economy ministry said. Currently, the program’s allocation is R$665.1 million.
Even valued much higher than expected for 2023, the 2022 budget is considered insufficient to build new housing. For this reason, the Ministry of Regional Development (MDR) has already said to give priority to the payment of contract works.
In addition, MDR highlighted that it has resumed work on paralyzed residential buildings – 115,000 of which are homes. Based on a 95% lower budget next year, the scenario should be worse.
Experts agree that with a significant drop in new housing construction and more insecurity for families, more work is at risk of stalling next year.
The Casa Verde e Amarela program Minha replaces the Casa Minha Vida program, which was created in 2009 by then-President Luiz Inácio Lula da Silva (PT). According to a survey by the Joo Pinheiro Foundation, the housing shortage in Brazil is about 6 million households. The figures are for the year 2019.
