For this Thursday, the public ministry will broadcast a video with a statement from Victor Auler, the former vice president of finance of PDVSA at the time Rafael Ramirez was arrested for embezzlement of just $4.8 million.
The complaint about this fact was filed last Tuesday by Oil Minister Tarek Al Aisami. As a result, Viktor Auler was arrested and confessed to the attorney general about “how he robbed the PDVSA”, sources in the justice system revealed. “They talked about the accounts where they transferred the money and who participated,” the source said.
On the same Tuesday, the Attorney General reported that an investigation had been initiated into the complaint filed by El Aisamy. That day the Petroleum Minister made his first statement to the media from the public ministry auditorium. There, he exhibited documents showing the loan offer made to PDVSA Administradora Atlantik on February 29, 2012 for 17,490 million bolivars.
Six days later, the indebtedness was approved by an extraordinary assembly of the PDVSA at the request of Rafael Ramírez. A few days later, the Administrationstradora Atlantic transferred that financing to two funds based in Panama and San Vicente, which are run by brothers Luis and Ignacio Oberto Anselmi, according to El Isami.
14 days after that transfer, i.e. on 3/20/12, PDVSA began paying interest on the loan through 28 transfers that ended on 3/26/13, totaling $4.85 billion.
The loan operation was carried out without the approval of the National Assembly, but with the support of the United States government, El Aisami said Wednesday morning during a second meeting with reporters in his office.
