In Azamgarh, Uttar Pradesh, the game of appointments was going on keeping all the rules and regulations in mind. In addition to the officers and employees of the Minority Welfare Department, the directors of the madrasa were also involved. People from the third grade were also made teachers. The president of a madrasa then restored all four of his daughters as teachers. There are many teachers who do not even have a certificate from a recognized institute.
Now the investigation of this case has been entrusted to SIT, which will examine the details of officers and employees posted in the Department of Minority Welfare in Azamgarh between 1974 and 2013. The SIT has inspected 20 madrasas of Azamgarh. The seized documents, the recorded statements and the facts collected reveal that many of the teachers’ certificates belong to an institution which is neither recognized by the Central nor the State Government.
According to the rule, those who were completely ineligible were also made teachers in madrasas. As a rule, ‘Fazil’ educational qualification for ‘Teacher Alia’ should be passed with 55% marks, but the marks of most teachers were less than this. A teacher needed a grace mark of 1 mark to pass even from third grade. This scam was going on like this for many years.
Examples for, A teacher showed Fazil’s three years of teaching experience on February 28, 2004 from Serajul Olum Madrasa, located at Serajnagar, Chiraiyakot, Mau, while this madrasa had not been recognized till then. Similarly, on 6 November 1981, a teacher named Armaan Ahmed was appointed. He was reinstated as an assistant teacher at the age of 18. The rules were openly violated.

Principal ‘Assistant Teacher Alia’ named Mohammad Mehndi was appointed on January 9, 1996 while his experience certificate was on March 21, 1996. Similarly, the madrasa of Mubarakpur is run by Jamia Nurul Olum Anjuman Siddiquiya Jamia Nurul Olum Society. The chairman of the Society and Selection Committee, Zaheen Ahmed, placed his four daughters in other positions including the Principal.
