Title 42 expelled approximately 1.5 million Mexicans from the United States.

“After the Title 42 order expires, (Department of Homeland Security, DHS) will process individuals apprehended at the border who do not have proper travel documents using powers long granted under Title 42. Title 8, which provides significant consequences, including banning those expelled from re-entry for five years,” he said.

The health measure, which also served immigration purposes (Title 42), was drafted in the Donald Trump administration. Seeing a rebound in COVID-19 infections, the United States government decided to close that nation’s asylum system.

“(ordered) the suspension of the right to bring persons into the United States from specified foreign countries or places for public health purposes (…) Suspension means the temporary cessation of the effect of any law, rule, decree, or order under which a person may have a right to be produced or to request introduction into the United States,” the mandate established.

The United States government is concerned about the reactivation of migrant flows, which it has described as the second largest in history, second only to World War II:

“Economic and political instability around the world is contributing to generates the highest level of migration since World War II, Even in the Western Hemisphere. The sharp increase in global migration strains the systems of many countries, including ours.”

During fiscal year 2022, members of the United States Customs and Border Protection Office of Border Patrol found nearly 1,000 migrants dead along the shared border with Mexico.
