The president of the province of Buenos Aires, Axel Kicillof, led this Monday the announcement of the rule of Law 14,865, which was in charge of governing the practice of surgical equipment in Buenos Aires. In the Golden Room of the House of Government, together with the Minister of Health, Nicolás Kreplak and the Undersecretary of Information Management, Continuing Education and Survey, Leticia Ceriani.
From the regulatory decree, the functions of the surgical instruments, the Organization and the working cells, have been carried out; and they were incorporated into the professional hospital curriculum, in Law 10,471. In the province of Buenos Aires, there are 8,984 surgical instruments registered, of which 94% are women and only 6% are men.
“This is a provincial law approved in 2016 and once promulgated, like many others, not to be regulated. When someone talks about desertion, neglect of public health, they are also talking about this” Kicillof. In this sense, the President highlighted the role of health professionals: “so that we, through this legal organization, can give importance to the rights that they deserve and for which they fought, it is truly a privilege”.
Meanwhile, Kreplak indicated that “the government of Buenos Aires is carrying out interdisciplinary work to support all the workers of the health system, to improve their knowledge, to achieve professionalism and upward mobility”. and the complex environment from which their work is organized, which is essential and which requires the recognition of their rights,” the Minister added.
Law 14,865 also establishes the creation of a Permanent Advisory and Collaboration Commission, made up of representatives of the Minister of Health, the Association of Argentine Instrumentation (AADI) and National and Provincial Universities, whose objectives will have to consult on the regulation of the exercise. surgical instrumentation, undergraduate and graduate training, research and the creation of new surgical centers, while they must also guarantee the quality of care, organization and operation of the same.
“In government activities, what pleases most, what motivates most, is recognized and amplified,” concludes Kicillof.

The professional practice of Surgical Instrumentation includes the tasks of: assisting, controlling, monitoring, evaluating and coordinating, in relation to their specific role, the process of patient care from their admission to the operating areas of surgery until their discharge from post-anesthetic. room recovery, technical autonomy is exercised, within the limits of the competence that results from the burdens of the qualified title. Prepared for other roles related to health, community and legal expertise, within quality assurance, ethical and professional responsibility. Similarly, it will be considered the training of the surgical equipment/a teaching, research and planning in the problems of their care and arrangement, management, direction, monitoring and quality, control and planning of the surgical activity.
