Woodbury set a 15-year record for most new homes built in 2020 – a year in which construction was slowed by the COVID-19 pandemic.
At a recent city council meeting, officials said Woodbury added 891 homes in 2020 – the most since 2005. This includes 508 market-rate apartments, 285 single-family homes, and 98 attached units, such as townhomes.
Growth continues this year, with the recent unveiling of the city’s largest housing development – a 480-home proposal on Dale Road.
The city, with a population of 76,953, is now the eighth largest city in the state after Minneapolis, St. Paul, Rochester, Bloomington, Duluth, Brooklyn Park and Plymouth.
City planner Eric Searles said a deliberate strategy is behind Woodbury’s home-building success.
Searles said the city is open to almost all types of housing — affordable, rented, townhomes, large apartment buildings, single-family homes and senior apartments.
Even though Woodbury’s zoning does not specifically mention certain types of multi-family homes, the city has built thousands of units, granting permits on a case-by-case basis.
Searles said that since 2012, less than half of new homes have been single-family homes. The rest are all multi-family units, and 38 percent are apartments.
Searles said the Woodbury strategy allows someone to live in Woodbury for a lifetime — shifting from affordable apartments to single-family homes to senior housing. The city recently added home rentals, for example, with entire neighborhoods of single-family homes for rent.

Meanwhile, the city recently added three projects with a total of 660 units – Woodbury’s Talmore, Edison Apartments in Woodbury and Beyond Apartments.
Woodbury is currently churning out homes in 35 projects, with more in the pipeline.
These include the largest housing project proposal in the city – a 480-home project on a 120-acre Burundt property on Dale Road, east of Woodbury Drive.
The second largest will be Copper Ridge, with 383 houses. National builder DR Horton’s project is near Pioneer Drive and Bailey Lake Road.
Other notable new projects and proposals include:
- 81 houses for rent on canvas in Woodbury on Woodbury Drive.
- 235 units of affordable housing at Hargis Parkway and Radio Drive.
- Bridlewood Farms, with 320 homes at Radio Drive and Dale Road.
- Aspire at CityPlace, 253 apartment units east of Radio Drive on Hudson Road.
